What is a Mill-Levy?

A mill is 1/1000 of a dollar. The Mill-Levy is the rate used to calculate how much property owners pay in local property taxes.

Example: A Mill-Levy of 55 means $55 in taxes for every $1000 of taxable property value.

Who sets the Mill-Levy for Whitewater

The City Council is responsible for setting the city's Mill-Levy each year.

This rate determines how much property tax revenue the city collects to fund local services.

Utility Rates & Policies

Why is my bill so high this month?

Most common reasons: the previous reading was estimated, water leaks, increased usage (did you have guests, irrigation, etc.), and rate changes.

Please note that the city will not increase your rates without informing you before hand.

How is my water and sewer usage calculated?

It is assumed that most water going into your home ends up in the sewer, so sewer charges are based on your water consumption.

Your water usage is based off of monthly readings of the water meter connected to your location, these are read by a city employee.

What happens if I don't pay my utility bill?

You will be charged a late fee, face water shutoff, or your debt sent to the federal government for debt collection.

How can I lower my utility bill?

Start by checking for leaks, install water efficient fixtures, and/or reduce irrigation.

Do I need a Building Permit?

When in doubt fill it out. A building permit ensures that your projects comply with local safety, zoning, and construction codes. It protects you, your investment, and the community by making sure the work is done correctly and safely. Without a permit, you risk fines, issues when selling the property, or being required to undo the work.
